This dataset encompasses all cities that are members of transnational municipal climate networks (TMCNs), defined as cross-border climate-related city-to-city initiatives ranging from SDGs, resiliency, disaster-risk management, net-zero and energy transition, etc., either as a main focal topic of their activities or as a sub-topic, in late 2024. The 40 identified networks in total produced 16,021 distinct cities (analogous urban places condensed to a single membership for each place), supplemented by 19 non-member GaWC-listed cities.Each city received a Membership Grade for every identified TMCN, effectively ranging from 0 to 6, through a point-earning scheme scaled to its degree of integration within that particular network: 0 for non-member cities, 1 for observer or non-voting membership, 2 for regular full membership, 3 for privileged membership, +1 for being a founding member of that network, +2 for being the host city of that network. The Membership Index of a city is the sum of its Membership Grade across all networks (with a theoretical maximum of 240).This dataset provides a snapshot of TMCNs in late 2024 and does not represent an exhaustive, universal, or fixed record of all TMCN enrollment or stratification for any period outside of the stated date.
The methodology and database were developed and used for an inquiry into the possible evolution of global city theory within city networks, particularly focused on the climate transition as an arena and policy circuit where there is considerable activity among TMCNs in global urban (climate) governance.
